Probably, the MoreLikeThis query that is triggered when running with
disambiguator=Document in Lucene can't cope if it does not get a
single word that is in the index.

This behavior was unknown until now, partly because the intended usage
of Spotlight is to supply it with paragraphs or at least a complete
sentence, i.e. it needs some context. If you give it more context,
then there is in fact no error:
http://spotlight.dbpedia.org/rest/annotate/?spotter=LingPipeSpotter&disambiguator=Document&confidence=0.0&support=0&policy=whitelist&text=REPUBLICA%20DOMINICANA%20%20is%20a%20nation%20on%20the%20island%20of%20Hispaniola.

However, the question of catching the exception still remains.

We will work on a better solution for little or no context in the
future. So stay tuned.
Until then, if you are trying to get the URI for a phrase (without
context), you could have a look at the DBpedia Lookup Service
http://lookup.dbpedia.org/.
