Hello Mike, I am having difficulties understanding you. OSM is changing its license to what? and how do you know, can you share a link?
Wikipedia -> RDF = DBpedia means, that you would have to include your data in Wikipedia for us to include it, I guess. Is this what you intend to do? Is fosm already in RDF?
