Sure. -f ensures, for makefs(8), that the filesystem has enough free inodes, whereas minfree is a tunefs(8) parametre you might know from ext2fs, which measures the amount of available space which is SUBTRACTED from the total space shown by df(1) and re- served for the superuser.
