I meant that initramfs-tools do not support cross initrd generation, but sure that should be provided by the hooks in the package. I have been using 'make deb-pkg' target recommended by kernel team, which indeed does not create those hooks, not sure if make-kpkg creates them. But it might make sense to add a safety check in the flash-kernel package.
