Ah I see what you mean; this might be something we need to raise to the initramfs-tools / kernel teams; I see the kernel packaging guide has provisions which let me think that they want to support "dpkg -i linux-image-foo.deb" from a chroot or a mounted external storage / fs without triggering "grub-install" or so, but there doesn't seem to be room to do this across architectures.
