I don't know if it's the bug of Debian installer or VirtualBox, anyway, when EFI is enabled in VirtualBox, Debian testing just can't install whatever Graphics Controller is in VirtualBox.
I am using VirtualBox 7.0.8 and 6.1.44, and the lastest Debian testing ISO released on April 17, 2023. Licheng Hsu
