And:
- introducing new udebs can also mean introdicing new dependencies, some
  of which may not be acceptable
- packaging udebs is not as common as packaging "regular" packages;
  mistakes in initial versions of udebs are common, so it's best to get
  some review of patches to create them before they land in  the archive
