depend on it.  When trying to run svn2cl withough xsltproc installed:

subversion-tools includes a lot of different scripts - not everybody
needs to run every script, and only one script needs xsltproc.  This is
a textbook case of where it is appropriate to use "Recommends".  In
Debian, Recommends actually means "you should install this unless you
specifically know why you don't need it".

This is also mentioned in the subversion-tools package description.
