The creation wizard for a new file doesn't create a new file. When it 
asks for "Location" there is a browse button that opens an open dialog, 
not a save to dialog. At the end of the wizard the program says always 
Cannot write to xxx, where xxx is the file I've chosen in location.
Also if I have a site project opened I have the same behaviour.
This bug is always reproducible on my machine. I have Debian sid with 
latest gnome packages (2.8.2).
