I don't know exactly what may be the cause of this, but I see that my
generated PDF files with LaTeX scroll much slower in xpdf 3.0 than they did
with xpdf 2.x.

Of course, the slowness is to be expected with Type 3 fonts, but I am
generating my files with Type 1 fonts only (verified with pdffonts).

Also, Adobe's acroreader scrolls the same document much faster than xpdf.
I don't know if other people noticed this problem or if it is reproducible.
OTOH, using PgUp or PgDown with xpdf is fast and does not "feel" slower
than in previous releases.

Slower feel was due to improved code.  Shouldn't be as bad anymore with
faster machines 7 years after the bug was submitted.
