At the moment: yes. I heard about a proposal to put the "rebuild"
changelog entry into a different changelog file. This would solve the
problem, but it has not been implemented yet.

Strange. Does a rebuild produce different results?

Only changelog.Debian.gz was affected in my case, see below.
