I understand your point, but my argument is that adding two files cannot impact the stability of the package, so it seems worth it. I don't need HTML format at all costs, so I can just disable it, or grab the files from the source package, or use the testing version, and so on. I just assume this can be an annoyance for other users as well. In any case, as long as you are aware of the issue, I guess I'm ok.
