If you are sure that a new, dedicated group is needed then it should
probably be created by the package providing the user space InfiniBand
programs, but I cannot find them in Debian. Have they been packaged?

If they have not then I think I would add a GROUP directive only for an
estabilished group name, because I do not think that I should be the one
setting the standard. Did you check what other distributions are using?
