A fairly short time, actually:

  # time service apcupsd restart

  real    0m0.089s
  user    0m0.004s
  sys     0m0.012s

I use a USB UPS, instead:

  $ grep '^[^#].*usb' /etc/apcupsd/apcupsd.conf 
  UPSCABLE usb
  UPSTYPE usb
