Thank you for reporting this problem. However, I have some trouble reproducing it. Quite some time ago, I solved this problem by adding the longest road owner to the undo-stack. That means that when an undo happens, it is restored to whoever had it before the build action. At least on my system, this is still what happens. Can you still reproduce this? If so, could you tell me the version you are using, and the complete server log?
