Another possibility, which arguably is nicer for other non-Debian places
as well, would be to get upstream of libreoffice-dictionaries to budle a
newer version of that dictionary.

Just file a bug in 
https://bugs.documentfoundation.org/enter_bug.cgi?product=LibreOffice&component=Linguistic
asking for the nl dictionary to be updated.  If it's an update coming
from the same source it will be handled very quickly and land in the
next update.
