I have similar memory here, that due to both tools not having good interchanability, that the alternatives systems would not be appropriate here. But I have not found old records of possible discussion for that. If it is policy and best-practice conform doing so then I would not object to such a plan, speaking with my src:arping maintainer hat on. But my gut feeling here is that they cannot be drop-in replacements of each other, that we would open problems.
