As it can be seen, it was already decided to remove this stormlib
package from Debian archives. And smpq package was already removed.
So at this stage removal stage it does not make sense to do anything
with this package.

For future reference, debian packaging of this stormlib package is
available in bzr repository, with whole history at:
https://code.launchpad.net/~pali/smpq/stormlib

Into git, it can be imported/converted by:
sudo apt install git-remote-bzr
git clone bzr::lp:~pali/smpq/stormlib
