My suggestion on how to implement this would be to add options like -volid_iso and -volid_joliet. If any of those are specified, the -volid option is overridden. This means specifying -volid and -volid_iso means the text from -volid is still used for the Joliet label but not for the iso9660 label. If -volid and -volid_joliet are specified, the -volid text is only used for the iso9660 label.
