Do you really need an excerpt from one of those build logs?
Here is one from xdp-tools:

I'm also adding the URL above about this issue which Adrian Bunk found.
He also checked that some of those packages still build ok in forky.

So yes, I really believe this package should not propagate to testing.
In fact, severity should probably be grave because it breaks other packages.
