An offline/airgapped installation will have access only to what's available locally, e.g. the CD/DVD media. That means it also won't have access to the security repository, and the scenario you described in your initial bug report applies equally to that repo as well. There may be packages installed on the cloud images that come from that repository whose dependencies can only be fulfilled from that repository. Presumably you have a local mirror, proxy, or other mechanism to inject packages from stable-security into your airgapped environment. In theory that's something that could happen, but (to my knowledge) it never has (at least not in recent memory). The stable-updates repository is how we handle such scenarios. noah
