Feel free to open a new bug report for - I don't know. Mabe wishlist
for dpkg, that the dpkg diversion mechanism also handles translated
man pages.
Translators usually simply start working or approach us on
debian-l10n-german (or upstream lists) to discuss and ask questions. I
don't think bug reports help here (i.e.: will be read).
Note that this is an very rare edge case we are discussing, and I'm
not sure someone would be willing to to the work, but maybe I'm wrong.

First, currently no translation for info pages exists and secondly,
the symtom is the same - the info pages is taken from gzip. (I did not
check if zutils has info pages after all).
