As I understood it libchipcard3 is a experimental version and is not
suggested for productive use. See here for a recent comment about the

The .so-Files didn't equally increase their versions but are packaged in
the same Debian binary package. This is more of a packaging issue than a
library question.

I fear you will have to wait until libchipcard3 is a bit more stable.
But maybe we should upload the current experimental libchipcard3 package
to experimental to make it public to a broader audience...
