        What is the version of libselinux1?  init?  Did you install all
 the standard packages? is policycoreutils installed?

        If the admin asks for selinux, but /selinux is not present, it
 is a problem that should be reported.

        Then dpkg and pat might fail, as well as init, sshd, etc, since
 they all are linked with it.
