Yes, I can understand that - unfortunately that's not the way it works. Historically a Provides might have been the best approach to it, bit now that debtags are in place they are a much better and finer approach to the issue. Additionally, "irc" is quite illnamed anyway, it's strange that it should list only clients, not servers.
