I have only one machine with oldstable (etch) and this sound
configuration. The only things I can do are up- and downgrades and
deinstallations and installations.

In the meantime I had another case without sound while playing an mp4, 
but identical libsndfile1 state (after 2nd upgrade).

In the 1st case, no sound, the error message: 'Device or resource busy'
points towards another running sound application, but no such
application was running. But I tried to open a sound file in Iceweasel
(a.k.a. Firefox) before I started mplayer and Iceweasel was still
running.

I think if sound in mplayer works or not does not depend on
the libsndfile1 version, but rather on playing sound files in Iceweasel
before running mplayer or not. 

>From my point of view this bug is not related to libsndfile1 and this
report can be closed.
