I have only one idea: do you have installed xfe before the version 1.32.1 ? Which version was it before ? Since version 1.32.1 the default theme is 'xfe-theme' which is inside package 'xfe'. But if you have defined another theme then the default you always need the package 'xfe-themes'. I have tested xfe without package 'xfe-themes' on XFCe4 (Lenny) and xfe starts within a window, only the needed icons are away and xfe give you a message about missing symbols.
