I think I know what's wrong -- I'm willing to bet my lunch that you don't have the dpkg-dev package installed? If that was it, I fixed the bug in bzr now; if you want to try, you can download http://bazaar.launchpad.net/~pitti/postgresql/common/view/head:/pg_wrapper and install it into /usr/share/postgresql-common.
