AFAIK debhelper-compat 14 enforces installing everything to /usr. If
this is not supported by PAM, to which package this bug gets
reassigned is a whole discussion to itself. Otherwise, it would be a
good idea for PAM to have both /etc/pam.d/ and /usr/lib/pam.d in its
search path.
