This discussion seems to be about technical leadership vs. tech-ctte. The committee should not be a source of leadership, only an arbitration group. And if people want to become technical leaders then the committe is clearly the wrong place to be. After all we're asked to arbitrate about once a year.
In other words, if someone wants to help Debian by taking a more activist role, it will be their actions and writings that make a difference, not whether they are a member of our dead little club.
