I think the right answer is to prepare a rota like Anthony suggests
and if we all agree that we will follow it then there is no
constitutional problem.
Anthony, I think it would be helpful if we had our resolutions as
written up decisions. If you want a vote, write a specific formal
resolution and call for votes on it. (a) it's not a draft resolution
and a call for votes unless you say it is and (b) our resolutions
should be properly written and documented and the intent shouldn't
have to be gleaned from email archives.
