This is serious allegations and need to be scrutinized further. Before anything else, I would like to know if you have communicated your allegations directly to the accused person: Marcel van der Veer. I am interested to know what he had to say in his defense. You have to come forward with concrete proof of the alleged plagiarism and explain how this violate any related copyright and/or license. Concerning the alleged theft of a book title; I can only find a reference from Marcel's home page at "http://jmvdveer.home.xs4all.nl" to another web page at "http://www.mcjones.org/dustydecks/archives/2012/09/23/619/" authored by a certain Paul McJones who clearly state that: "I’d like to announce the return of a very useful Algol 68 resource: a scanned copy of Informal Introduction to Algol 68, posted by permission of coauthor Charles H. Lindsey and copyright holder IFIP." If you think this is inappropriate in any way, you need to bring this to the stakeholders in question.
