At Debconf in Heidelberg, this definition was tweaked somewhat by
inspiration of the sitting DPL in light of the ZFS discussion to include
software which itself is free, but the use of which is unlikely to be
possible without creating an unredistributable result in combination
with other DFSG-free but license incompatible packages.  So it's not
strictly necessary for there to be a dependence on non-free software to
push something to contrib.
