It seems so to me.  The key thing I care about is that we *not* assume
any arbitrary cdc-acm device is a modem.  I can't say for sure, but my
guess is that checking class=2/subclass=2/protocol=1 as you propose
would be a workable approach to differentiating modems from non-modems.
