They ain't there no more.  You can't use them.
You can't use the new files either until you do the things you specify.

If, for some reason, you cannot do the things you specify
(because the things which are now broken are apt/dpkg itself,
or your network card), you cannot do the things you specify.

The very thing you say you can do to fix it is exactly the thing
we are saying may be impossible to do.
