Mark, I've had a third party Uplink Debian package available - http://www.sacredchao.net/software/dists/unstable/main/binary-i386/games/uplink_2_i386.deb. The package itself is just an installer, but it can install the demo, or off the Uplink CD, and patch an installed copy. I emailed Chris Delay about it a while ago, and posted it to the forums, but it never got linked off the download page or "Other Files" section.
No matter what you do, Debian isn't going to include Uplink, because it's not DFSG-free software ("open source").
