I would imagine the reason is more like "not enough demand" or "nobody has ever bothered". Making mboxes available wouldn't make things any easier for address harvesters. (In practice I don't spend much time reading old threads, and it's more convenient to read a couple messages by Googling for a Message-ID than to download big mboxes.
