In part this is a consequence of scarce manpower.  In part it is a
consequence of the institution of package ownership and other
organisational flaws. If you agree with this diagnosis then I am curious
to know which of the following you plan to do.

1. continue to participate in the Debian project despite its
   dysfunctional organisation;
2. push for changes to the organisation;
3. participate in another project instead.

(There are other possibilities, of course.)
