FWIW, the NetBSD bootloader supports something like this. The default install kernel comes to around 2.7mb. The bootloader reads the kernel and mfs image containing the installer off a couple of floppy discs (which don't contain normal filesystems but instead some kind of multi-volume tar archive for extra perversity).
