If I recall correctly, Keyman in this context is a program where you can download custom keymap setups. The only time I've seen it is for non-unicode non-roman windows font support (such as the SIL non-unicode IPA fonts) of the annoying type where if you don't have the font, you get random letters depending on where that character made sense on the keyboard layout. I presume this software lets you load those custom keymap files and use them to input into X, hopefully actually producing unicode out the other end, but that'd require a mapping file for each table back to unicode, unless Keyman cleverly included that in their specs in case you used their software with a Unicode-aware OS... Anyway, I doubt any other software is offering this functionality, although it could certainly be added to something like UIM which already supports several table-based input methods. (I'm not volunteering, mind you.)
