Does that matter? What's the chance of someone owning a domain with the intended use of sending out Islamic preaches in eight different languages would be interested in subscribing to -devel with an email address in that domain? For that matter, what's the chance of someone owning such a domain would be interested in any Debian mailinglist _at all_? If someone does indeed want to do this, they can always mail postmaster with the request to please lift that ban for one particular email address, so that they can subscribe.
