I think that nearly anyone on the release team will tell you that this is a false time optimisation. The general result is the delay of stable releases. It also doesn't take into account things like d-i beta releases, which include a snapshot of all of Debian testing by way of the CD/DVD images. (And which have never been pre-announced on d-d-a, FWIW). -- see shy jo
