Doesn't work for me.

# grep apt.config /etc/pbuilderrc
APTCONFDIR="/etc/pbuilder/apt.config/"
# cat /etc/pbuilder/apt.config/apt.conf.d/allow-unauthenticated 
APT::Get::AllowUnauthenticated 1;

but the same errors persist.
