To use this feature, if you use CDBS, simply:
include /usr/share/gnome-pkg-tools/1/rules/clean-la.mk
and build-dep on gnome-pkg-tools >= 0.7.
I'm using it as follow in my non-CDBS packages:
sed -i "/dependency_libs/ s/'.*'/''/" debian/$(DEV_PKG)/usr/lib/*.la
