I dont think that any decision we took in the last years will keep anyone from volunteering to do that.
The decision we took was to NOT FORCE our existing volunteers to provide two sets of images, when they'd only want to provider one image with non-free firmware.
Btw, our existing image CONTAINS the non-free firmware, but you can choose to not install it.
