I would consider it fairly uncontroversial that a Debian blend that did not contain non-free-firmware would be more "Libre" than a version of Debian that does contain non-free-firmware.

Which Debian Blends contain non-free firmware? Debian itself (as officially defined) does not contain any non-free firmware, so at least any Debian Pure Blends also could not. Maybe there are "unpure" (regular) Debian Blends which add some?

Debian *does* provide access to non-free packages, including non-free firmware, and goes so far as to provide some on the official installer images; but the result of the GR was an update to the SC that still reaffirmed these packages officially are "not part of the Debian system." DI also makes this clear when prompting the user whether to install any such packages (or at least did the last time I ran it).
