Hi Simon,

DEP5, like RFC822, will never change anymore, but of course the format can
evolve in other documents like the copyright-format specification in the
Policy, as you pointed above.

Otto, you wonder in #1131015 why Files-Excluded was left out the standard, it
is just because it matured after the standard was accepted.

On my side, I would now welcome Files-Included to be specified in the standard.
