This has reminded me of Raphael's (CCed) efforts to revamp DEP3 [1].

One of the most important atoms of feedback on that was to suggest the changes were too radical for a long-established DEP, and a new number should be allocated instead. I say important, because deciding on that issue impacts all the other feedback.

From what I can tell (reading Salsa MRs with lots of review comments is
an utter UX nightmare, I could easily have missed this) there has been no activity on the MR from Raphael for 2 months, and the last feedback comment was a month ago. I cannot see that any of the comments were resolved, or any suggested changes accepted. (I'm not sure whether anyone except Raphael could, technically or morally, accept changes or resolve comments. Another ambiguity with the MR workflow)

Hopefully the whole effort is not lost. It would be very good if we could reach consensus on the issue of new-DEP or not, at least.
