WRR automagically shares network ressources (bandwidth) evenly between IP numbers, instead (as is normal behaviour of TCP/IP) evenly between processes.
It is done by tracking the number of IP's actively in need of bandwidth and dynamically lowering the priority of request from IP's using more than their fair share.
As a result, one or a few machines can consume all bandwidth, but as soon as others want any (large or small) part of it, bandwidth is limited. Bursts are not limited.
You tell me if that is interesting here, and if it is doable by other means.
