Firstly, libnss-dns-udeb is already available, and the ugly hack you mention has already been removed (although it might have to be reinstated for libnss_files if it were only available in libc6-udeb). I don't mind whether you produce libnss-udeb or two separate libnss-*-udeb packages: although check that nothing depends on the existing libnss-dns-udeb (if so, a provides will be needed), and you'll probably break d-i daily builds for a couple of days if you drop libnss-dns-udeb now.
